The Chief Inspector set out his ambitions for education, including the need to improve technical education.
Speaking at the CentreForum think tanks, Sir Michael discussed the impact of a one-size fits all approach on schools and said that this had led to around half of students being failed by the education system.
However, the way to solve this was through continuing to raise standards and also to use local collaboration to help specialist institutions like UTCs work with other schools, rather than a return to selection at 11.
He also praised schools for the improvements in attainment although he said there was much more to be done.
